With more than 26 years in federal service, Mr. Garner is a thought leader in Learning, Organization Development, and Engagement. Additionally, he provides oversight of the HHS Performance Management, Awards and Recognition, Workplace Flexibilities, and Employee Engagement programs. During his time at HHS, the Department ascended to and maintains a position in the top five Best Places to work in the Federal Government rankings prepared by the Partnership for Public Service annually in the Large Agency Category.  

At HHS, Dr. Steward is responsible for providing insight into education and development, leader and supervisor learning and development, and management/leadership platforms that add value to the individual and the organization. He also provides advice and direction in creating curriculum that enhances performance. He is responsible for developing strategies, policies, procedures, priorities and process improvement in compliance with agency, Federal and other applicable directives.

As the President of Emeritus Healthcare, Ranil is reimagining healthcare education and workforce solutions. In partnership with the most innovative universities and health systems in the world, he leads learning and workforce solution development to address the pressing challenges healthcare is facing. He brings over 20 years of senior leadership experience in healthcare, higher education, pharmaceuticals, and technology to fuel Emeritus' global impact and access mission. His career of hands-on leadership has impacted tens of thousands of learners at some of the largest medical and nursing schools. Ranil is a passionate advocate for physicians, nurses, and other healthcare professionals faced with the perils of the healthcare workforce.
